Syntastic attempts to catch abnormal termination conditions from checkers by looking at their exit codes. The "cmd.exe" shell on Windows make these checks meaningless, by returning 1 to Vim when the checkers exit with non-zero codes. The above variable can be used to disable exit code checks in syntastic.
