Fix FilterAndSortCandidates behavior

FilterAndSortCandidates(completions, 'word', '') should
return a dict, not a list.

FilterAndSortCandidates returns all on empty query
...
Previously it returned an empty list. It makes mores sense to return the input
list of candidates because conceptually everything matches an empty query.
